Ukraine needs to secure guaranteed long-term funding from international partners so as not to have to return to negotiations on the allocation of funds every year. This was stated by Arseniy Yatsenyuk, Chairman of the Kyiv Security Forum and Prime Minister of Ukraine from 2014 to 2016, in an interview with “Ukrainska Pravda”.
“We should have pushed for at least 100 per cent fixed funding for three years, bearing in mind that governments will change,” the former Prime Minister emphasised.
According to him, the lack of long-term guarantees of financial support poses risks to the state budget. This problem is particularly acute in the context of meeting the state’s financial needs in 2027.
‘The main thing now is to secure, first and foremost, funding. Secondly, strict budgetary discipline. Thirdly, a genuine fight against corruption, starting with competitive procurement in the defence sector,’ Yatsenyuk emphasised.
Among Ukraine’s key economic policy priorities, the former prime minister also cited accessible lending to businesses – a balanced policy by the National Bank – the protection of the energy sector and funding for the army.
He stressed that economic growth during a full-scale war is impossible without stable external support, the mobilisation of domestic resources and the responsible use of budgetary funds.
“An economic miracle under current conditions would be simply to survive this war. To simply survive,” Yatsenyuk noted.
